Planning and Development
Most proposed developments within the City of Perth are assessed under the City of Perth City Planning Scheme which:
- aims to control and guide development and growth in a responsible manner; and
- accommodates and responds to change.
Planning Approval is required for any of the following application types:
- places with Heritage Significance
- changing the use of a building/ premises
- increasing the floor area of an existing structure
- roof signs
- car parks or changes to the operation of car parks
- home Occupations (businesses conducted from home)
- three or more dwellings on a single site
- all non-residential developments
- lapsed Development Approvals (approvals are generally valid for two years, after which a new application must be submitted).
- demolitions
Assessment of a Planning/ Development Application
The time taken to assess an application varies according to the complexity and nature of the proposal. Simple proposals (eg: Change of Use which complies with all Scheme and policy requirements) are processed in 15 working days whereas more complex applications require a more detailed and comprehensive assessment and may involve consultation with external parties. This process can take 6-8 weeks.

Step 1 Lodgement
The lodgement of Application & Payment of fees
Step 2 Consultation
Comment from external bodies is sometimes required (Heritage Council, Main Roads, Ministry for Planning and Public Comment)
Step 3 Assessment
Carried out by Planning Officer using City Planning Scheme, policies & references.
Step 4 Planning Officer's Report
The report is presented to Council Meeting for decision; or a decision may be made under delegated authority
Step 5 Applicant is notified
Notification of Decision of Council or Delegated Authority. This results in either Approval/ Refusal (any assessment resulting in the recommendation of refusal must be presented to full Council meeting).
